Michelle Scopel
The DISTRICT is proud to recognize Michelle Scopel as the recipient of the 2026 Judy Steele Bayer Service Award, honoring her exceptional dedication to Downtown Nashville and her unwavering commitment to improving the community through visionary leadership, collaboration, and public service.
A Nashville native, Michelle has spent more than two decades helping shape the city’s growth and development through her work in both the public and private sectors. In August 2025, she was named Director of Program Management for the East Bank Development Authority (EBDA), where she continues to guide trans-formative projects that will impact Nashville for generations to come. Her career has focused on program and project management, environmental services, and navigating some of the city’s most complex and high-profile initiatives.
Throughout her career, Michelle has played an instrumental role in projects that have strengthened Nashville’s infrastructure, economy, and sense of place. Her contributions include work on First Horizon Park, the Fairgrounds Campus Improvements Projects, and the extensive rebuilding efforts along Historic Second Avenue following the Christmas Day 2020 bombing. Her leadership has consistently brought together diverse stakeholders, fostered strong teams, and delivered innovative solutions that benefit residents, businesses, and visitors alike.
Michelle earned a bachelor’s degree in Geology from the University of Tennessee and a master’s degree in Environmental Engineering from Vanderbilt University. She is widely respected for her ability to tackle complex challenges with professionalism, creativity, and determination. Whether leading major development initiatives or supporting community-focused efforts, she remains committed to enhancing the quality of life for all who live, work, and play in Nashville.
